Your Lordship that I have recently had under consideration the question of the increasing number of criminals banished from the Colony under the provisions of Ordinance No:8 of 1882, who return to the Colony in contravention of the law.

2. Under section 4 of that Ordinance the punishment for illegally returning from banishment is imprisonment for a period not exceeding one year, and attention has been drawn to the ineffectual and impolitic nature of that punishment by the Registrar General in the minute of which I enclose a copy.
